By-Laws

 

1. This organization shall be known as the Boonie Bouncers 4WD Club.

2. The Boonie Bouncers is organized as a nonprofit organization for the purpose of:

a. Providing social, educational, and recreational activities for its members.

b. Participating in and supporting conservation and civic activities for the betterment of the community of Sacramento and the state of California.

3. Owners of any 4WD vehicles are eligible in the Boonie Bouncers 4WD Club

4. The total number of members shall not exceed forty (40) active vehicles and five (5) inactive vehicles at any time. Each membership includes the immediate family; however, voting privileges are restricted to members eighteen (18) years of age and older. Active members may be declared inactive if they have not attended three club meetings and/or three club functions within one calendar year. (Revised 05/05/93).

5. An applicant for membership must be sponsored by a member in good standing. (Good standing of a member is the sole decision of the board of directors).

6. An applicant for membership must be eighteen (18) years of age, must show proof of a valid drivers license, and a minimum of PL & PD insurance on their vehicle. (Revised 02/95).

7. Applicants for membership must attend three (3) club meetings and three (3) club trips, driving their vehicle, prior to being eligible for voting. Voting will be a 2/3 majority. Applicants shall not be in attendance. (Revised 02/95).

8. Dues for this organization will be twenty four dollars ($24.00) per membership per calendar year for the club dues, and forty dollars ($40.00) per year for California Association of 4WD Clubs dues. Dues for new members shall be pro-rated for the first year of membership. Any member whose dues are thirty (30) days in arrears shall be dropped from the rolls of this organization. Nothing herein contained shall prevent reinstatement of a delinquent member upon payment in full of their unpaid dues, together with a reinstatement fee of three dollars ($3.00), providing a vacancy exists. 9. All personal expenses such as jackets, T-shirts, decals, insignias, etc., shall be borne by each individual, excluding the first set of issued decals and the hard-core patch. The above shall in no way restrict the club from purchasing items in quantity to take advantage of price breaks and reselling these items to the members at or above cost. All purchases by the club must be approved by a 2/3 majority vote at a regular membership meeting: A quorum being present at voting. Decals and jacket patches are mandatory. Decals shall be displayed one on each side of the vehicle. (Revised 02/95).

10. Members shall immediately notify the Secretary upon change of home address, mailing address, or telephone number.

11. Resignation of the member shall be in writing and be submitted to the President. Any member may be voted out of the club by a 2/3 majority vote of members present.

12. After one month’s notice to the member, when a member disposes of and no longer possesses a 4WD vehicle, his membership in this club shall terminate, at the discretion of the remaining members.

13. Members who adopt and sign the By-Laws of the Boonie Bouncers 4WD Club on or before 7 May, 1985, shall be known as Charter Members of the Boonie Bouncers 4WD Club. (Revised 05/05/93).

14. Meetings of the membership of the Boonie Bouncers 4WD Club shall be held once monthly at such times and places as may be designated by the membership meeting.

15. Fifty-one percent (51%) of the membership shall constitute a quorum for a membership meeting.

16. The officers of the Boonie Bouncers 4WD Club shall consist of President, Vice President, State Delegate, Secretary, and Treasurer, Grievance Officer, and Sergeant at Arms, and shall be known as the Board of Directors. Board meetings are mandatory for all members. (Revised 05/05/93).

17. No officer shall be added to or extracted from the club except by the vote of the majority of the membership of the entire club.

18. The President shall preside at all membership meetings and be present at all events when possible. He shall be the executive officer and shall have the duty to carry the policy decisions of the membership. He shall be without the right to vote on club matters except in the event of a tie. He shall sign checks with the Treasurer, unless both are members of the same family.

19. The Vice President shall, in the absence of the President, serve in that capacity. He shall also serve as Parliamentarian, Chairman of the By-Laws Committee, and perform such other duties as may be assigned by the membership.

20. The Secretary shall keep and preserve all records and minutes of the meetings of the regular membership, shall assume the responsibility of the ledger roll call, and determine the number of voting members present so it may be known if a quorum is in attendance, shall keep a file system of membership, and shall receive and respond to all general correspondence pertaining to the organization.

21. The Treasurer shall keep accurate and complete records of the funds and accounts of this organization and shall elect dues and maintain a record thereof. He or she shall make only disbursements from the funds of the organization as are directed by the club membership.

22. The State Delegate shall act as a liaison officer between the California Association of 4WD Clubs, Inc., and the Boonie Bouncers 4WD Club. He shall keep the membership informed of the State Association at all times. He shall carry to the state meetings the true feelings of the club and shall vote on all matters as directed by the club. He shall bear in mind at all times that he represents the whole club and, as such, shall conduct himself accordingly.

23. The Sergeant at Arms shall keep order at all meetings and impose fines when necessary.

24. The Grievance Officer shall hear all grievances of the membership and bring these before the Board. He will also take all Board grievances to the membership.

25. All monies from all sources shall be immediately turned over to the Treasurer to be deposited into the checking account of the Boonie Bouncers 4WD Club. Moneys may be diverted to the savings account of the Boonie Bouncers at the discretion of the Treasurer. The Treasurer may also divert moneys from the savings account to the checking account as needed.

26. Special committees shall be formed for all other activities, and membership to such committees shall be voluntary.

27. The members shall meet and elect officers for each calendar year at the regular December meeting. The newly elected officers shall take office on January 2nd. Voting shall be in person and not by proxy or mail

28. A majority of votes cast is necessary for election to an office or position

29. In the event of a vacancy of the office of Vice President, State Delegate, Secretary, or Treasurer, an election shall be called to elect a successor

30. Any officer may be recalled by a 2/3 majority vote of the entire membership.

31. All events shall be subject to the approval by the membership.

32. All members including the President, Vice President, State Delegate, Secretary, and Treasurer are responsible to the direction of the appointed Trail Boss and his appointed assistants from the set time of the beginning of an event to the termination of the event. At no time has any member or officer the right to demand an unscheduled stop or change of route or plan. No provision is to be made to permit any member to join an event at any location or time other than location and time decided upon for the event, if such provision causes any change of time, any delay, or any change of route. Early releases from the runs must be cleared with the Trail Boss prior to the run. (Revised 5/5/93).

33. All events must be conducted in an orderly manner and with safety as the prime concern. Any event help on private property shall be subject to liability releases.

34. No person under the age of 18 years will be permitted to drive in any event unless accompanied by a parent or guardian. (Revised 02/95).

35. Vehicles may be subject to technical inspection varying according to the type of event and disqualified if found mechanically unsafe.

36. All members and guests participating in an event shall abide by the motor vehicle code of the state concerned and by the laws of the city, the county, or the circumstances involved. Any flagrant violations of the codes is sufficient cause for removal of the membership privileges, subject to the discretion of the club members.

37. These By-Laws can only be changed by a quorum of 51% of the club membership at a regularly scheduled meeting. A 2/3 majority of the quorum is required to pass an amendment.

38. The club colors shall be black and yellow.

39. If officers miss three events a year (to include meetings and runs); a request for    
resignation may be sent to the officer concerned. (2008)

40. If members miss two consecutive meetings or three consecutive club events, a 
request for resignation may be sent to the member concerned. (2008)

 


 

 Rules of Order

 

1. If officers and members miss two consecutive meetings or three consecutive club events, a request for resignation may be sent to the member concerned.

2. Shooting of firearms unnecessarily will not be permitted on any club activity.

3. Any member who sells his vehicle is responsible for the removal of any identification pertaining to the Boonie Bouncers 4WD Club and California Association of 4WD Clubs, Inc., prior to the sale of the vehicle.

4. Club dues will be due at the January meeting. Association dues will be due at the June meeting.

5. All meetings to be held indoors unless in a well-lit and organized area.

6. When the Sergeant at Arms indicates someone is out of order, said person may be asked to leave without a great deal of discussion.

7. Prospective members must go through the club member who is sponsoring him to participate in a meeting.

8. Club records must stay with the club. (Revised 02/95).

9. Club runs shall be club runs and not "Calendar of Events" functions unless the membership agrees.

10. President, Sergeant at Arms, or Trail Master have the club backing in keeping order even up to the point of asking a person to leave a   club function.

11. All vehicles must be equipped with a CB radio.

12. Intentional throwing of litter out of a vehicle is a ten dollar ($10.00) fine.

13. Not wearing a seat belt is a ten dollar ($10.00) fine.

14. If fines are not paid within 60 days, member will be dropped from the club rolls. (Revised 5/5/93).

15. It will be mandatory, on each run, for each vehicle to have:

A. Right tires for the run.

B. One-tank vehicles to carry extra five gallons of fuel.

C. Tow device.

D. Fire extinguisher with working gauge.

E. First aid kit.

16. There will be a safety check of all vehicles before each run by the President, Vice President, or Trail Boss. Club is to back the safety check person. (Revised 02/95).

17. Any disputes or grievances against the club will be brought to the Grievance Officer for possible review. With three sustained grievances against any one member in one calendar year, said member will be removed from the membership roll.
